It's really no help for you to be trying to mess with DLC content while still learning the basics keeping your city alive. I strongly recommend not buying everything at once anyways, because there's a steep learning curve to the base game. So already, we're down from $300 to $200- then you just wait for a sale for half off and, there you go, $100. So at full price, being reasonable and not purchasing those drops like $100 off the price right off the bat. And frankly if you want to make large cities then having a bunch of Content Creator Packs loaded can hinder you more than anything else, depending on your PC.
You don't need the "full experience" and every pack with Cities:Skylines to have all the actual content at your fingertips.
Ehh, tthe price of the complete set is pretty deceiving because there's a lot of Content Creator Packs and Radio Station Packs, which have minimal affect on gameplay.
